Make things simple.
Connect using a cable, directly between the router and a PC. You will have to change the network settings temporarily on the PC to used static IP, for instance 192.168.1.2.
Make sure you can ping the device before you attempt to telnet to it.
ping 192.168.1.1
Edit: That is what I would do with my 3040, but you don't have a 3040, do you?
