Stop shoutbox reset

Hi,

When trying to stop the shoutbox reset through

/opt/piratebox/conf/piratebox.conf

I'm denied access

root@piratebox:~# /opt/piratebox/conf/piratebox.conf
-ash: /opt/piratebox/conf/piratebox.conf: Permission denied
root@piratebox:~#

So how do I handle this?
