Cannot access specified IP address for MR3020.

First things first, I am using an TL-MR3020, a 4GB Sandisk USB stick, and a Dell Inspiron Laptop. The laptop is running Linux Mint 17 (Rebecca).

I am following the auto-installation instructions and I cannot get past the fifth item. That step says to connect the router to my laptop via ethernet cable and power it up, ensuring that the router is connected to a power supply. Then I am to open my browser to 192.168.0.254.

Nothing happens when enter that IP address into my browser. Firefox just hangs and shows whatever page I was previously looking at. Chromium says "This webpage is not available" and "err_connection_timed_out". When I type "telnet 192.168.0.254" into my terminal, it says "unable to connect to remote host: connection timed out".

I have restarted my computer several times, unplugged and replugged every involved cable/cord/device, and quintuple checked the information listed on the site and the side of my MR3020.

Clearly there's something I'm not doing right here, but I am at a loss for what it could possibly be.

What do I need to do to get the page to come up the way it's supposed to?
