I don't like this kind of "source code on demand policy", but it is GPL compliant.
Anyway, to install piratebox with openwrt, you need a working OpenWrt image including a working package repository with all needed packages.
The best way would be a stock OpenWrt image that makes use of the original Packages including the bundle called "imagebuilder". That tiny thing contains all packages for that device and can be used to create a custom -piratebox-like- image.
