option proto static is important, don't remove it - leave it in the file.
Try to stay directly connected with your MR3020 (wth a static IP) to see if you get access.
Try to use
ping 192.168.1.13
before trying telnet.
Even try to run the ping command while connected to your homenetwork - before connecting your mr3020 back to your homenetwork to see if it is not double spend.
